It’s funny that some Chinese in the US call the English-speaking people (white, African American, or Hispanic) lao3 wai4 老外 (foreigners), even if they are not citizens or permanent residents yet. It is just like many Cantonese call the non-Cantonese-speakers or Mandarin speakers “Northerners” even those people are from places further South of Canton (Guangzhou).

Anyway, laowai (老外), is a good word for many Chinese. This laowai is sure very popular:
